Nearly one million applications have gone to the Inland Revenue Board's stamp-duty voluntary disclosure programme, a tax-cleanup drive that matters most to people with old tenancy, loan and transaction documents sitting unstamped or late-stamped.
LHDN chief executive officer Datuk Dr Abu Tariq Jamaluddin gave the figure after launching Bulan HASiL 2026 in Putrajaya on 1 October 2026, according to The Star. He said the board would keep promoting the programme through October, particularly to taxpayers holding documents that may not have been stamped previously.
For property owners, agents and tenants, the practical point is simple: a tenancy agreement is not just a private document between landlord and renter. Abu Tariq said documents that may need to be brought forward include tenancy agreements, loan agreements and other transaction documents, so that the relevant stamp duty can be settled before an audit finds the issue.
The official HASiL notice gives the current deadline. The board said on 26 June 2026 that the 2026 Stamp Duty Special Voluntary Disclosure Programme had been extended by six months, running from 1 July 2026 until 31 December 2026. HASiL's guideline page also lists the operational guideline for special penalty treatment under Section 47A of the Stamp Act 1949 for the 2026 programme, issued on 29 June 2026.
That timing is important because stamp duty is also moving into a self-assessment environment. Abu Tariq said LHDN's role will increasingly be to check and audit, rather than assess every instrument up front. In other words, the quieter risk for a landlord or small business is not only the duty itself, but discovering the paperwork gap later when a tenancy, financing or transaction file is needed.
The stamp-duty disclosure drive is one of three voluntary compliance initiatives under Bulan HASiL 2026, alongside PKPS e-Invoice and the income-tax voluntary disclosure campaign. The message from the tax board is less about panic and more about housekeeping: if a document should have been stamped, use the disclosure window while it is open.
