PEN S J puts US$70m Batu Kawan facility into Penang's chip cluster

PEN S J Electronics Sdn Bhd has signed a lease agreement with Penang Development Corporation for a new facility at Batu Kawan Industrial Park 3, adding another semiconductor-linked occupier to Penang's mainland industrial belt.

The company will invest more than US$70,000,000, or about RM300,000,000, in the facility, according to Buletin Mutiara. The state publication reported that the project will be developed in two phases and is expected to create more than 1,000 jobs, most of them engineering roles.

PEN S J provides advanced packaging materials and thermal management solutions for high-performance processing chips. Penang Chief Minister Chow Kon Yeow said the first phase will produce Thermal Interface Materials, before a second phase expands into Integrated Heat Spreaders.

The announcement was made at Komtar on 7 October 2026, with Chow, Penang Trade and National Unity Committee chairman Goh Choon Aik, InvestPenang chief executive officer Loo Lee Lian, PDC deputy chief executive officer Mohammad Azhar Hamdan, S J Electronics founder Dr Fay Hua and PEN S J managing director Ooi Ing Chyuan present.

For the property market, the immediate story is industrial demand rather than housing prices. A leased site in BKIP 3 means another committed occupier for Batu Kawan's industrial pipeline, and the jobs figure gives nearby housing, retail and worker accommodation planners a concrete number to watch.

Chow said Penang secured RM17,300,000,000 in approved manufacturing investments in the first half of 2026. Of that, RM12,800,000,000 came from foreign direct investment, while the electrical and electronics sector contributed RM11,000,000,000.

He also said Penang recorded RM606,000,000,000 in exports from January to August 2026, accounting for 45% of Malaysia's total exports. Electrical and electronics exports were described as almost half a trillion ringgit and more than 74% of Malaysia's E&E exports.

PEN S J's facility will not, by itself, define Batu Kawan. But it adds to the pattern that matters for landowners, industrial agents and households nearby: the area's new demand is being written by manufacturing commitments with named facilities, phased production and engineering jobs attached.
