If you are looking at a Johor Bahru rental or a unit being sold as "near RTS", Budget 2027 changes the transport story - but not in the way a sales flyer might suggest.
The government has agreed to implement the Elevated Autonomous Rapid Transit system, or e-ART, as the main solution for Johor Bahru's traffic congestion, according to the Ministry of Finance's Budget 2027 speech. Ahead of the RTS Link opening, Putrajaya also said it would add routes and frequency for stage buses, increase KTM Komuter frequency and provide Grab Shuttle services in selected busy areas.
For a home decision, the near-term part is the bus, KTM and shuttle package. Those are the changes most likely to affect daily access before anyone can point to a confirmed e-ART station. The e-ART line itself should be treated as a government direction until the route, station list, delivery model and dates are published.
That distinction matters in Johor Bahru because asking rents and resale prices often start moving on transport expectations before the transport is usable. If an owner is charging more because a unit is "future e-ART", ask which stop, what walking route, and whether that stop appears in an official route document. If the answer is still a brochure map or a rumour, do not price it like a completed rail station.
RTM quoted UTM senior urban and regional planning lecturer Dr Safizahanin Mokhtar as saying bus frequency must be strengthened to support RTS users, with dedicated bus lanes and traffic-light priority needed so buses are not trapped in the same congestion. That is the part agents can explain clearly to clients now: the value is not just whether e-ART is coming, but whether the first and last mile from RTS becomes usable.
For now, keep three questions on the checklist:
- Which existing bus, KTM or shuttle connection serves the property today?
- Has any official e-ART route or station list named the area?
- Will the commute still work if the e-ART station takes longer than expected?
