No bidders at RM1,200 psf: Gurney auction gives Penang buyers a pause

Rummah News' view: the empty auction room beside Gurney Drive is more useful to Penang buyers than another glossy launch teaser. It tells you that even a prime six-acre parcel between Gurney Bay and Andaman Island has to clear a hard financing and planning test before it becomes the next set of high-rise units.

The Edge reported that no bidders turned up for the 7 October 2026 auction of Plot 7A in Tanjung Pinang Town. The site, along Jalan Peter Paul Dason, carried a reserve price of RM313,632,000, equal to RM1,200 psf on land area. Representatives of One Asia Property Consultants (PG) Sdn Bhd waited for an hour before closing the auction, the report said.

That is not the same as saying the waterfront is unwanted. The parcel is still in one of the island's most watched corridors, linking Gurney Drive with Andaman Island. But at RM1,200 psf, a buyer would also have to take a view on plot ratio, approval risk, construction cost and eventual selling prices. The Edge reported that uncertainty over the permitted plot ratio for a mixed-development scheme was one reason for the zero turnout, along with the softer property market.

The road story matters too. The sale was meant to help fund the Ayer Itam to Tun Dr Lim Chong Eu Expressway bypass, a toll-free six-kilometre dual carriageway that has been delayed by financing and site-logistics issues. Earlier reports, citing Penang state executive councillor Zairil Khir Johari, said the bypass was 92.46% physically complete as at 31 August 2026 and targeted for completion in April 2027.

The project is being funded through a land-swap arrangement, not normal cash progress payments. EdgeProp reported in September that Consortium Zenith Construction Sdn Bhd had claimed RM696,000,000 in completed works, with about 12 acres worth RM427,657,000 already transferred and RM225,768,000 still owed in land value. The auction was one way to turn a state land parcel into cash flow for the contractor.

For buyers looking at Gurney, Tanjung Tokong and Andaman Island, the practical reading is simple. A new project on this particular plot is not imminent, because the land did not change hands. At the same time, the reserve price shows the level at which the state was willing to test the market: any future development on similar waterfront land will still have to make sense against expensive land, controlled density and a cautious buyer pool.
