DBKL seals Taman Desa batching plant after residents complain of dust and noise

Kuala Lumpur City Hall has sealed a temporary concrete batching plant in Taman Desa after residents complained about dust, noise and the plant's proximity to homes.

The Star reported that the plant is shut pending a final decision by Kuala Lumpur mayor Datuk Seri Fadlun Mak Ujud. A DBKL officer confirmed the sealing, while Seputeh MP Teresa Kok said DBKL's planning executive director, Rosli Nordin, would prepare a report for the mayor after an Oct 1 meeting involving residents and the operator.

If you live beside a construction site, this is the part that matters: the dispute is not only about one machine. Residents told The Star the plant had affected sleep and peace of mind since March. One resident said machinery could be heard until 10pm; another said his child's bedroom window faces the site and argued residents were not given a meaningful chance to raise concerns before approval.

The operator, Tenaga Mix (KL) Sdn Bhd, said the plant would be dismantled once structural works for the building were completed. It also said a Sept 21 dust release was caused by a faulty valve that was replaced the same day, and that sprinklers and monthly air-quality monitoring would be used.

DBKL's original reasoning, according to Kok, was that an on-site plant could reduce heavy vehicle trips. She said the operator estimated that without the plant, the project would need about 100 concrete lorries in and 100 out each day. But Kok also said several projects are running at the same time in Taman Desa, and DBKL must look at their combined effect on the neighbourhood.

That is the planning question this case leaves open: temporary construction equipment may reduce lorry movements, but if it sits too close to homes, the burden simply changes shape. For Taman Desa residents, DBKL's next decision will decide whether the seal is a pause or a full stop.
