For more than 200 Weld Quay households, the important update is not a launch date or a sales gallery. It is a certificate.
Penang Property Talk reported on 28 September 2026 that Cecil Residency has obtained its Certificate of Completion and Compliance, moving the affected families nearer to relocation from the Weld Quay reclamation area to the PDC-developed affordable housing project along Pintasan Cecil.
Pengkalan Kota assemblyman Wong Yuee Harng told residents at a Mid-Autumn gathering that the Penang Island City Council had approved the certificate, according to the report. About one month is now needed for administrative work before the Land Office and the Penang Housing Board issue the next letters.
The practical sequence is the part residents will watch. The Land Office is expected to issue notices requiring residents to vacate the existing site, while the housing board is expected to issue letters on their replacement homes. A ballot for the new units is expected in October.
Cecil Residency has 348 units, while more than 200 households are affected by the relocation. Wong said the number of units is enough for the state's one-for-one replacement arrangement. Residents who want to buy extra units may be given priority, subject to affordable-housing eligibility rules.
This has been a long-running kampung-to-flat story in the old waterfront part of George Town. Many residents in the Weld Quay reclamation area have lived there for generations under Temporary Occupation Licences. The move is tied to the state's plan to redevelop state-owned Weld Quay land after the households are relocated.
The state set the wider redevelopment in motion earlier this year. In February, Buletin Mutiara reported that PDC had opened a request for proposal for the Weld Quay Waterfront Development, covering about 13.25 acres in Section 23 of the northeast district within the George Town Unesco World Heritage Site.
That official report said Cecil Residency, developed by PDC Properties Sdn Bhd, was then awaiting CCC and was expected to receive it within months. The latest report means that particular gate has now been cleared.
For families waiting on keys, the remaining questions are administrative rather than abstract: when the letters arrive, which unit they draw, and how the move is timed around the existing homes at Weld Quay.
