If you are talking to first-time buyers this week, start with dates, not slogans. Budget 2027 says the new first-home stamp duty relief applies to sale and purchase agreements executed from 1 January 2027 to 31 December 2030, so a buyer signing before that date should not assume the new exemption is available.
The cleanest script is this: homes up to RM500,000 get full stamp duty exemption on the transfer and loan documents. Homes above RM500,000 and up to RM750,000 get the first RM500,000 fully exempt, with 50% relief on the balance. On a RM600,000 first home, that is roughly RM13,250 saved before legal and valuation costs - close to the RM13,000 figure highlighted by Hong Leong Investment Bank Research in BusinessToday.
SJKP is the second line to keep ready. The Budget speech says the Housing Credit Guarantee Scheme will provide up to RM20,000,000,000 in financing guarantees for 80,000 first-time buyers, especially self-employed buyers without fixed income. Tell gig workers and small-business owners that SJKP is a guarantee route to ask their banker about, not automatic approval.
For affordable housing questions, KPKT's Budget 2027 allocation is RM6.355 billion. Bernama reported that RM1,000,000,000 is marked for Rumah Mesra Rakyat and Program Residensi Rakyat, with new projects in Kulai, Nilai, Paya Rumput and Lembah Pertang. Bandar Madani Bukit Jalil phase 1 registration also opens today, but clients still need the actual unit mix, eligibility rules and pricing before treating it as a match.
Penang agents have one practical traffic note for viewings: the rightmost lanes in both directions of the Tun Dr Lim Chong Eu Expressway near The Light are closed from 12 October 2026 to 28 February 2027 for elevated U-turn works. Build extra travel time into Bayan Lepas, Jelutong and island-side appointments, especially if clients are coming after work.
